Should I get an Express pass?

This depends on how many days you're planning on going. Buying an express pass for the day will allow you to ride in the express pass lane all day on any ride that accepts it (most do). They are reusable, so you can ride the same ride over and over in the express pass lane.

On our first trip, we did a two-park pass and only went for one day. The express pass, in this case, was absolutely worth the money. This guy rode the Transformer's ride about ten times in a row, and we walked on each time. We would only have had this freedom with the express pass. An express pass is not necessary if you plan on going for 4 or 5 days. Consider adding it on your last day to ride anything you missed, but otherwise, I would save the money.

If you are interested in express passes and still need to book your hotel, be aware that the premier Universal hotels include express passes for everyone in your room. For some people, it's worth booking that hotel upgrade for the shorter wait times.

Should I get a photo pass?

We’ve never gotten the photo pass ourselves. The advantage would be if you want copies of your ride photos, there’s no other way to get these unless you want to pay a premium per shot. The photo pass will also include any character photos.

You don’t need a photo pass to get character photos. The photographer is always happy to take your phone and take a picture for free. They will also take videos of your interactions, which has always been good enough for me.

If you get the photo pass, I recommend taking photos outside the E.T. ride. They have an interactive photo where you can sit on Elliot’s bicycle in front of a green screen, and they’ll insert the background for you.

Should I stay on-site?

Without a doubt, I would say a big, resounding "YES" if you have the financial means. There are a variety of resorts to choose from, from budget-friendly like Cabana Bay to the more luxurious Portafino or Hard Rock. Staying on-site at any of these resorts has its perks, the most significant being convenience. With buses and ferry boats readily available to transport you to each resort, you can avoid the hassle of figuring out transportation or driving to your destination (especially after indulging in those delicious daiquiris in CityWalk). Some of them (like the Hard Rock) are even close enough to walk up to the front gate. Deluxe resorts offer complimentary express passes (a HUGE value) and earlier park hours. Plus, if you're looking for a day off from the parks, you can gain access to the pool areas at all of the resorts. This could easily fill your time on a day off from the parks if you plan to take a break for a day or two. Figure out your budget and priorities, then check out the different sites to see which would best fit your group.

should we get a park to park pass?

The number one factor here is if you are a Harry Potter fan. A park to park pass is the only way to ride the Hogwarts Express, since it travels between Diagon Alley (Universal Studios) and Hogsmeade (Islands of Adventure). You’ll want to ride it both ways, as the experience is different depending which direction you are going. If you’re not interested in the Wizarding World, you can certainly plan your days to spend time at one park each day. There is plenty to explore at each.
